Understanding Current Border Controls
Full Customs Control Implementation
Since August 2024, Estonia has implemented full customs control at all border crossings with Russia, replacing the previous risk-based assessment system. This significant change means:
- Every passenger undergoes thorough customs inspection
- All luggage is checked, regardless of mode of travel
- Vehicle searches include complete cargo compartment inspections
- Processing times have doubled, significantly reducing border capacity
- Sanctions enforcement is the top priority for customs authorities
In 2024 alone, Estonian customs detected over 5,000 violations, with passengers turned back hourly at the Narva checkpoint for sanctions-related infractions.
Important: Intentional violation of sanctions is a criminal offense investigated by the Security Police and prosecuted by the state prosecutor's office.
